The Global Numbers Library and the Inmate PAN List

Any given called party number may or may not appear on an Inmate PAN list or in the Global Numbers library. A number may appear on one or more Inmate PAN lists but not appear in the Global Numbers library, and vice versa. Depending on how The ENFORCER® is configured at your facility, a called party number may not appear in either place if no particular action or restriction is required for the number.

The following table defines how a certain called party number should be set up in the Global Numbers library, the Inmate PAN list, or both places to achieve a desired outcome.

Desired Outcome How to Do It
Block called party number for all inmates 1. Establish phone number record in the Global Numbers library.
2. Select the Facility option from the Block Type dropdown list, then click Save.
Block called party number for a selected inmate only 1. Enter the phone number and associated information on the PAN Edit page.
2. Select Facility from the dropdown list in the Block column, then click Save.
Allow a globally-blocked called party number to be called by a selected inmate 1. Establish a phone number record in the Global Numbers library.
2. Select the Facility option from the Block Type dropdown list.
3. Click Edit Features, then select the PAN Overrides checkbox.
4. Enter the phone number and associated information on the PAN Edit page, then click Save. After saving the new PAN record, check to ensure that Not Blocked is selected in the dropdown list shown in the Block column.
Establish attorney number, and allow all inmates to call an attorney number 1. Establish a phone number record in the Global Numbers library.
2. Click Edit Features, select the Privileged checkbox, then click Save.
Establish attorney number, and allow only selected inmate(s) to call 1. Enter the phone number and associated information on the Inmate PAN list.
2. Enter Attorney in the Relationship column.
3. Select Not Blocked from the dropdown list in the Block column, then click Save.
Establish attorney number, and block only selected inmate(s) from calling 1. Establish a phone number record in the Global Numbers library.
2. Click Edit Features, then select the Privileged checkbox and the Do Not Record checkbox.
3. Select ATTORNEY from the Category dropdown list.
4. If you want to set the attorney number as a free (no cost) call for the inmate, select Free Call from the Call Type dropdown list.
5. If you are at a multi-site agency and want to restrict the number to inmates at one site only, select a site from the Site dropdown list.
6. In the Name field, enter the name of the attorney and the name of the group or firm.
7. In the Description field, enter the following text: manually assigned attorney number.
8. Click Save.
9. Enter the phone number and associated information on the PAN Edit page for the inmate you want to block from calling the number.
10. Enter Attorney in the Relationship column.
11. Select Facility from the dropdown list in the Block column, then click Save.
Block existing attorney number for all inmates 1. Access the phone number record in the Global Numbers library.
2. Select the Facility option from the Block Type dropdown list, then click Save.
Allow inmate to call attorney number during an inmate suspension 1. Ensure the phone number record exists in the Global Numbers library.
2. Click Edit Features, then select the Privileged checkbox.
3. On the Inmate Detail page, scroll down to the Suspensions pane, then click Add Suspension.
4. Select the most current suspension.
5. From the Phone Suspensions dropdown list, select Regular.
6. Click Create.
Block inmate from calling all numbers (including attorney numbers) during an inmate suspension 1. On the Inmate Detail page, scroll down to the Inmate Suspension pane, then click Add Suspension.
2. Select the most current suspension.
3. From the Phone Suspensions dropdown list, select Regular.
4. Click Create.

The ENFORCER® automatically creates a Number Detail Record in the Global Numbers library when a called party presses a digit to refuse a call. The following table describes what happens when a called party refuses any call.
